The idiom “all the bells and whistles” has nothing to do with music.
Rather, it means that something, for example a car, has everything.
It means that the car is loaded with lots of accessories and equipment.
“Loaded” = lots of options. Options are things like a sunroof, automatic transmission, parking sensors.
